Constitution of the Nigeria Shooting Sport Federation

The supreme governing instrument of the Nigeria Shooting Sport Federation (NSSF), establishing governance, membership, discipline, safety, and compliance frameworks.

Preamble

We, the members of the Nigeria Shooting Sport Federation, in recognition of the importance of shooting sport as a national sporting discipline and in furtherance of the objectives of promoting integrity, safety, development, and international competitiveness, do hereby adopt this Constitution to govern the conduct, administration, and development of shooting sport in Nigeria.

This Constitution establishes the Federation as the sole national governing body for shooting sport in Nigeria, sets out governance structures, defines membership, codifies disciplinary and ethical frameworks, prescribes operational, technical, and safety standards, and ensures compliance with national and international laws and regulations.

Article 1 — Name, Legal Status, And Headquarters

1.1 Name

1.1.1 The official name of the organisation shall be the Nigeria Shooting Sport Federation, hereinafter referred to as "the Federation" or "NSSF".

1.1.2 The Federation may use the following official designations:

(a) "NSSF Nigeria,"

(b) "Nigeria Shooting,"

(c) "Team Nigeria Shooting" (for international representation)

1.2 Legal Status and Compliance

1.2.1 The Federation is a nonprofit, nonpolitical, nonreligious sporting organisation.

1.2.2 The Federation shall comply with all applicable national laws, including but not limited to the Firearms Act.

1.3 Constitutional Supremacy

1.3.1 This Constitution shall be the supreme governing instrument of the Federation.

1.3.2 In the event of any inconsistency between this Constitution and any Regulation, Schedule, Handbook, Policy, or Administrative Directive made pursuant thereto, the provisions of this Constitution shall prevail.

1.4 Headquarters

1.4.1 The official seat of the Federation shall be located at:

National Shooting Range, National Stadium Sports Complex, Package B, Abuja, Federal Capital Territory, Nigeria

1.4.2 The Board may, by resolution passed by a two-thirds majority, relocate the Headquarters to another address within Nigeria, provided:

(a) Thirty (30) days' notice is given to all Members;

(b) The new location maintains accessibility for all geopolitical zones;

(c) The National Sports Commission is notified in writing.

1.4.3 The Federation shall maintain a registered office at its Headquarters for service of legal process and official communications.

1.5 Official Language

1.5.1 The official language of the Federation shall be English.

1.5.2 Federation documents may be translated into major Nigerian languages for accessibility, but only the English version shall have legal force.

Article 2 — Emblem, Symbols, And Motto

2.1 Symbols

2.1.1 The Federation shall have official symbols, including an emblem, seal, flag, and other marks of identity.

2.1.2 The symbols are the exclusive property of the Federation and shall not be used without authorisation.

2.1.3 The motto shall reflect the core values and guiding principles of the Federation. It may be displayed on the Federation’s emblem, official publications, uniforms, insignia, and other authorised materials, as determined by the Board.

2.4 The motto of the Federation shall be “Discipline, Accuracy, Unity”.

2.5 The design, use, and protection of symbols shall be as specified in Schedule 7.

Article 3 — Disciplines And Sporting Jurisdictions

3.1 Scope of Governance

3.1.1 The Federation shall be the sole recognised national authority for all shooting sport disciplines within Nigeria.

3.1.2 The Federation shall exercise exclusive jurisdiction over all recognised shooting sport disciplines conducted within Nigeria.

3.1.3 No competition or sporting activity within any discipline defined herein shall be conducted without Federation sanction.

3.2 Olympic and ISSF Disciplines

3.2.1 The Federation governs all Olympic and International Shooting Sport Federation (ISSF) -recognised events as specified in Schedule 4.

3.2.2 All Olympic and ISSF disciplines shall be conducted in strict accordance with applicable ISSF Rules and Technical Regulations, as adapted by the Federation where necessary.

3.3 Para Shooting Disciplines

3.3.1 The Federation governs all World Shooting Para Sport (WSPS) recognised events.

3.3.2 Para shooting activities shall be conducted in accordance with WSPS Classification Code and Rules, International Paralympic Committee regulations, and Federation-approved national classification and competition regulations as specified in Schedule 4.

3.4 Recognised Competitive Disciplines (Non-ISSF)

3.4.1 The Federation recognises and governs competitive shooting disciplines not governed by ISSF but conducted under established sporting rules and recognised national or international governing frameworks.

3.4.2 For purposes of this Constitution, "recognised" means a discipline that operates under established published rules and safety standards, is administered by a credible governing framework or capable of national governance by the Federation, and contributes to participation, development, technical progression, or representation of the sport.

3.5 Recreational and Club Participation Shooting

3.5.1 The Federation shall govern structured recreational and club shooting activities conducted under Federation-approved safety standards.

3.5.2 Such activities shall be limited to participation and training, development of the sport, and introduction programs for new participants.

3.6 Traditional and Hunting-Linked Disciplines

3.6.1 The Federation recognises traditional and field-based shooting disciplines derived from hunting practices but administered as regulated sporting activities.

3.6.2 These include indigenous shooting events conducted as cultural sporting activities, and hunting-sport interface activities conducted under ethical principles and Federation regulations as specified in Schedule 4.

3.6.3 The Federation shall coordinate with relevant Nigerian authorities on hunting-linked activities as appropriate.

3.7 Recognition of Additional Disciplines

3.7.1 The Federation may recognise additional shooting disciplines consistent with its objectives by resolution of the Board.

3.7.2 The Criteria for recognition, recognition procedures, and regulatory authority for recognised disciplines shall be specified in Schedule 4.

3.7.3 Upon recognition, such disciplines shall fall within the sporting jurisdiction of the Federation and may be regulated by rules, regulations, or directives issued by the Federation without requiring amendment to this Constitution.

3.7.4 The Board shall maintain a public Register of Recognised Disciplines as specified in Schedule 4.

Article 4 — Powers And Authority

4.1 General Powers

4.1.1 The Federation has all powers necessary to fulfill its objects, including but not limited to:

(a) Regulatory Powers: To govern shooting sport in Nigeria, recognise and regulate members and affiliates, establish eligibility standards, and enforce discipline through fair procedures;

(b) Competition Powers: To sanction competitions, select representatives for international events, issue credentials and rankings, and take emergency measures to protect safety and integrity;

(c) Rule-Making Powers: To adopt competition rules, safety standards, and administrative regulations consistent with international standards;

(d) Administrative Powers: To affiliate with international bodies, manage resources, and employ personnel;

(e) Financial Powers: To receive and manage funds, invest surplus, and secure financing as approved by the General Assembly.

4.1.2 The specific scope, limitations, and exercise of these powers are detailed in Schedule 3.

4.2 Limitations

4.2.1 The Federation shall not:

(a) Engage in party politics or support political candidates;

(b) Discriminate unlawfully in any of its activities;

(c) Permit private benefit from Federation assets;

(d) Surrender its autonomy in technical and electoral matters.

4.2.2 The Federation shall maintain its autonomy from government interference in accordance with the requirements of its recognised international Federation

4.3 Reservation of Powers

4.3.1 The following powers are reserved to the General Assembly and may not be delegated:

(a) Amendment of this Constitution;

(b) Dissolution of the Federation;

(c) Election and removal of Board members;

(d) Approval of annual audited accounts and budgets;

(e) Borrowing of funds exceeding thresholds specified in Schedule 3;

(f) Sale or encumbrance of real property.

4.4 Delegation

4.4.1 The Board may delegate its powers as specified in Schedule 3.

4.4.2 Delegation does not divest the Board of accountability for delegated decisions.

Article 5 — Membership Structure

5.1 Categories of Membership

5.1.1 Membership of the Federation shall be divided into the following categories, with the voting status as specified:

(a) State Associations — Voting;

(b) Special Members (Military & Para-Military Service Institutions) — Voting;

(c) Elite Athletes — Voting;

(d) National Athletes — Non-voting;

(e) Junior Athletes — Non-voting;

(f) Student Athletes — Non-voting;

(g) Para Athletes — Voting;

(h) Coaches and Officials (Technical) — Voting;

(i) Clubs and Associations — Voting;

(j) Corporate Members (Sponsors) — Non-voting;

(k) Associate Members — Non-voting;

(l) Honorary Members — Non-voting.

5.1.2 The Board may, by regulation, establish subcategories, modify eligibility thresholds for non-voting members, and create additional non-voting categories as required for the development of the sport, provided that:

(a) No change shall be made to the voting status of any category specified in clause 5.1.1 without constitutional amendment;

(b) Any regulation under this clause shall be published in Schedule 1 and tabled at the next General Assembly.

5.2 Eligibility and Admission

5.2.1 Eligibility criteria, application procedures, documentation requirements, and admission standards for each membership category shall be established by the Board as specified in Schedule 1.

5.2.2 To qualify for membership, all applicants must:

(a) Demonstrate good character and fitness to participate in the sport;

(b) Undertake to abide by this Constitution, the Bye-Laws, the Code of Conduct, and all lawful regulations of the Federation.

5.2.3 The Federation reserves the right to refuse membership to any applicant who:

(a) Does not meet the eligibility criteria for the relevant category;

(b) Has been expelled from the Federation or a recognised shooting sports organisation for a disciplinary breach involving violence, dishonesty, or safeguarding violations;

(c) Is subject to a disqualification order under the Federation's anti-doping regulations;

(d) Is a person whose admission would, in the opinion of the Board, be contrary to the interests of the Federation or the integrity of the sport.

5.2.4 Rejected applicants may appeal to the General Assembly in accordance with the procedures set out in Schedule 1.

5.3 Rights of Members

5.3.1 All members shall have the right to:

(a) Participate in Federation competitions and programs within the scope of their membership category and subject to applicable qualification standards;

(b) Receive Federation publications and official communications;

(c) Access Federation facilities and services subject to applicable fees, conditions, and availability;

(d) Petition the General Assembly or the Board on matters affecting the sport, provided that such petition is in writing, specifies the matter of concern, and is signed by the member.

5.3.2 Voting members shall additionally have the right to:

(a) Vote at General Assemblies in accordance with the procedures in the Bye-Laws;

(b) Stand as candidates for elective office subject to the eligibility requirements in this Constitution and as specified in Schedule 2.

5.3.3 Non-voting members shall be represented in the governance of the Federation through mechanisms established by the Board, which shall ensure that the interests of all member categories are considered in decision-making of the Federation.

5.4 Duties of Members

5.4.1 All members have the duty to comply with this Constitution, the Bye-Laws, the Code of Conduct, and all lawful regulations and directions of the Federation.

5.4.2 Specific duties of members, including category-specific obligations, disciplinary consequences for breach, and enforcement procedures, are established in Schedule 1 and the Code of Conduct.

5.5 Termination of Membership

5.5.1 Membership shall terminate by:

(a) Resignation in writing to the Secretariat;

(b) Non-payment of dues for the period specified in Schedule 1;

(c) Expulsion following disciplinary proceedings in accordance with Schedule 4.

5.5.2 Termination of membership, however effected, does not extinguish:

(a) Liabilities for fees, charges, or damages accrued during membership;

(b) The enforceability of disciplinary sanctions imposed before or as a condition of termination.

Article 6 — Governance And Organisational Structure

6.1 General Principles

6.1.1 The Federation shall be governed democratically with clear separation of powers between:

(a) The General Assembly (supreme legislative and electoral authority);

(b) The Board (strategic and policy-making authority);

(c) The Executive Committee (operational decision making);

(d) The Secretariat (administrative implementation).

6.1.2 All governance bodies shall act within their defined mandates and maintain independence from government interference in technical and electoral matters, consistent with the requirements of the Federation's recognised international federation and the Olympic Charter.

6.1.3 The governance structure shall ensure representation of all voting member categories in Federation decision-making, with transitional provisions as specified in Schedule 2.

6.2 The General Assembly

6.2.1 Status and Authority

6.2.1.1 The General Assembly is the supreme decision-making body of the Federation.

6.2.1.2 The General Assembly shall exercise all powers not delegated to other bodies by this Constitution.

6.2.1.3 Decisions of the General Assembly are binding on all Federation organs and members.

6.2.2 Composition

6.2.2.1 The General Assembly consists of:

(a) Delegates representing State Associations and Special Members;

(b) Direct representatives of such other voting member categories as the General Assembly shall determine from time to time by regulation, to ensure democratic representation of all voting members;

(c) Non-voting participants, including Board members, Committee Chairs, and invited observers from recognised international and national sporting bodies.

6.2.2.2 The General Assembly shall, within four years of the adoption of this Constitution, establish and implement mechanisms for direct representation of all voting member categories specified in Article 5.1.1.

6.2.2.3 Pending implementation of full representation under clause 6.2.2.2, the composition and voting rights of the General Assembly shall be as specified in Schedule 2.

6.2.3 Exclusive Powers

6.2.3.1 The General Assembly has exclusive power to:

(a) Elect and remove Board members;

(b) Amend this Constitution;

(c) Approve annual audited accounts and budgets;

(d) Appoint and remove external auditors;

(e) Dissolve the Federation;

(f) Ratify disciplinary expulsions;

(g) Approve strategic plans and major policies;

(h) Establish and dissolve standing and ad hoc committees;

(i) Override Board decisions by special resolution;

(j) Refer matters to independent tribunals;

(k) Determine mechanisms for representation of voting member categories.

6.2.4 Meetings

6.2.4.1 The General Assembly shall meet annually and may be convened extraordinarily as specified in Schedule 2.

6.2.4.2 Meeting procedures, including notice periods, quorum requirements, and voting methods, shall be specified in the Bye-Laws and Schedule 2.

6.3 The Governing Board

6.3.1 Status and Mandate

6.3.1.1 The Board shall be the strategic governing body responsible for the affairs of the Federation.

6.3.1.2 The Board decides all matters not reserved for the General Assembly.

6.3.1.3 The Board delegates day-to-day operations to the Executive Committee and the Secretariat.

6.3.2 Composition

6.3.2.1 The Board shall comprise not fewer than 12 and not more than 20 voting members, including:

(a) Executive officers (President and Vice-Presidents) elected by the General Assembly;

(b) Geographic representatives elected by the General Assembly from zones as defined in the Bye-Laws;

(c) Functional representatives for technical development, para sport, gender equity, and such other matters as the General Assembly determines necessary;

(d) Stakeholder representatives for athletes, coaches, clubs, and other member categories as specified in Schedule 2;

(e) The Secretary-General and Treasurer as ex officio non-voting members;

(f) A Legal Adviser appointed by the Board as a non-voting member.

6.3.2.2 The specific positions, allocation of roles, and election procedures shall be as specified in Schedule 2, which may be amended by the General Assembly by simple majority.

6.3.2.3 The Board shall ensure that at least 30 percent of its voting members are women, and that para sport and youth interests are represented.

6.3.3 Eligibility and Tenure

6.3.3.1 Board members serve terms of 4 years, renewable for a maximum of 2 additional terms.

6.3.3.2 No person shall serve more than 12 years in aggregate on the Board. A partial term exceeding 24 months shall count as a full term.

6.3.3.3 After serving the maximum terms, a person shall be ineligible for election to the Board for a period of 4 years.

6.3.3.4 No person shall be elected or serve on the Board after attaining the age of 70 years.

6.3.3.5 No person shall be eligible for Board membership who:

(a) Has been convicted of a felony or crime involving dishonesty;

(b) Has been sanctioned for a major ethics breach by the Federation's recognised international federation, the National Olympic Committee, or an international sports tribunal;

(c) Is an undischarged bankrupt;

(d) Has been declared mentally incapacitated by a competent authority;

(e) Is subject to a disciplinary sanction under Schedule 4 that disqualifies from office.

6.3.3.6 Candidates must declare conflicts of interest and abstain from related decisions as specified in Schedule 2.

6.3.4 Functions

6.3.4.1 The Board shall:

(a) Implement policies and resolutions of the General Assembly;

(b) Supervise the work of Committees and the Secretariat;

(c) Enforce safety, ethics, and disciplinary standards;

(d) Ensure financial accountability and approve annual budgets;

(e) Represent the Federation in legal and official matters;

(f) Enter into agreements and contracts;

(g) Appoint and supervise the Secretary-General;

(h) Approve major expenditures above thresholds established by the General Assembly;

(i) Exercise such other powers as are necessary for the governance of the Federation, consistent with this Constitution.

6.3.5 Meetings and Procedures

6.3.5.1 The Board meets regularly and may convene extraordinarily as specified in Schedule 2.

6.3.5.2 Meeting procedures, including notice periods, quorum, and voting, shall be specified in Schedule 2.

6.3.5.3 Casual vacancies shall be filled as specified in Schedule 2.

6.4 The Executive Committee

6.4.1 Composition

6.4.1.1 The Executive Committee comprises:

(a) The President (Chair);

(b) The Vice-Presidents;

(c) The Secretary-General.

6.4.2 Mandate

6.4.2.1 The Executive Committee ensures agility in day-to-day decision-making.

6.4.2.2 The Executive Committee decides matters requiring urgent response.

6.4.2.3 The Executive Committee implements Board decisions.

6.4.2.4 The Executive Committee exercises powers delegated by the Board.

6.4.3 Limitations and Accountability

6.4.3.1 The powers, limitations, and accountability mechanisms of the Executive Committee, including expenditure authority and ratification requirements, shall be specified in Schedule 3.

6.5 The Secretariat

6.5.1 Status and Leadership

6.5.1.1 The Secretariat is the administrative arm of the Federation, headed by the Secretary-General.

6.5.1.2 The structure and staffing of the Secretariat shall be determined by the Board to implement Federation objectives.

6.5.2 Secretary-General

6.5.2.1 The Secretary-General is responsible to the Board.

6.5.2.2 The Secretary-General need not be a member of the Federation.

6.5.2.3 The Secretary-General shall be a person of proven administrative ability and integrity.

6.5.2.4 The functions of the Secretary-General include:

(a) Day-to-day administration of Federation affairs;

(b) Implementation of Board and Executive Committee decisions;

(c) Custody of Federation records, seal, and property;

(d) Preparation of meetings and maintenance of minutes;

(e) Correspondence and communications;

(f) Maintenance of the National Registry.

6.5.2.5 The terms and conditions of appointment, performance evaluation, and removal procedures for the Secretary-General shall be specified in Schedule 2.

6.5.3 Other Secretariat Positions

6.5.3.1 Other positions in the Secretariat, including directors and technical officers, shall be established and filled as specified in Schedule 2.

Article 7 — Committees

7.1 Categories of Committees

7.1.1 The Federation establishes committees to assist in governance, technical oversight, and specialised functions.

7.1.2 Committees are of three categories:

(a) Standing Committees: Permanent committees with ongoing mandates;

(b) Independent Committees: Committees with specific independence requirements;

(c) Ad Hoc Committees: Temporary committees for specific purposes.

7.2 Establishment and Composition

7.2.1 Standing Committees shall be established by the General Assembly on the recommendation of the Board.

7.2.2 Independent Committees shall be established by the General Assembly with specific terms of reference protecting their independence.

7.2.3 Ad Hoc Committees shall be established by the Board or General Assembly as required.

7.2.4 Committee composition shall ensure:

(a) Relevant expertise and representation;

(b) Gender equity;

(c) Geographic balance where appropriate;

(d) Independence for Independent Committees.

7.3 Authority and Accountability

7.3.1 Committees act within their terms of reference and report to the establishing body.

7.3.2 Committees may make recommendations but not bind the Board or General Assembly without specific delegation.

7.3.3 Committee procedures, specific mandates, and operational details are specified in Schedule 8.

7.4 Mandatory Committees

7.4.1 The following Standing Committees are mandatory:

(a) Finance Committee;

(b) Technical Committee;

(c) Ethics and Disciplinary Committee;

(d) Safeguarding Committee;

(e) Athletes' Commission.

(f) Sponsorship and Marketing Committee

7.4.2 The General Assembly may establish additional mandatory committees by resolution.

Article 8 — Elections

8.1 Electoral Authority

8.1.1 Elections are conducted by the Independent Electoral Commission as established in Article 7 and Schedule 8.

8.1.2 The Electoral Commission shall act independently of the Board and report to the General Assembly.

8.2 Elected Positions

8.2.1 The General Assembly shall elect the following positions:

(a) President;

(b) Vice-Presidents;

(c) Board members specified in Article 6.3.2.

8.3 Electoral Principles

8.3.1 Elections shall be:

(a) Free, fair, and transparent;

(b) By secret ballot;

(c) At intervals not exceeding four years;

(d) In accordance with the Electoral Code as specified in Schedule 2.

8.4 Eligibility

8.4.1 Candidates must meet eligibility criteria in Article 6.3.3 and as specified in Schedule 2.

Article 9 — Finance

9.1 Financial Year

9.1.1 The financial year is 1 January to 31 December.

9.2 Funds

9.2.1 Federation funds are derived from membership fees, competition revenues, commercial partnerships, government grants, donations, investment income, and other lawful sources.

9.2.2 All funds shall be applied solely to the achievement of the objectives of the Federation.

9.3 Financial Control

9.3.1 The Federation shall maintain banking arrangements with multiple signatories and segregation of duties as specified in Schedule 3.

9.3.2 Expenditure is controlled through budgets approved by the Board and authorisation limits specified in Schedule 3.

9.4 Reserve Fund

9.4.1 The Federation shall maintain a Reserve Fund equal to a minimum of six months' operational expenses.

9.4.2 Reserve Fund utilisation shall require Board resolution by a two-thirds majority.

9.5 Audit

9.5.1 there most be an Annual independent audit by chartered accountants appointed by the General Assembly.

9.5.2 Auditors shall be appointed for a period of four years.

9.5.3 Audited accounts shall be submitted to the General Assembly and published to members.

9.6 Financial Regulations

9.6.1 Financial administration shall be governed by the Financial Regulations in Schedule 3, which may be amended by Board resolution and subject to ratification by the General Assembly Approval

Article 10 — Safety

10.1 Legal Compliance

10.1.1 All Federation activities shall comply with the Firearms Act of Nigeria and all applicable laws.

10.1.2 Conviction of a firearms offense shall result in immediate suspension pending disciplinary process as specified in Schedule 6.

10.2 Safety Authority

10.2.1 The Federation shall establish and enforce mandatory safety standards for all shooting activities in accordance with international best practises.

10.3 Enforcement

10.3.1 The Federation may suspend activities, decertify facilities, and impose sanctions for safety breaches.

10.4 Safety Standards

10.4.1The Board may amend the Safety, Range, and Technical Standards as specified in Schedule 6 from time to time to adapt to international best practices.

Article 11 — Discipline, Ethics And Safeguarding

11.1 Disciplinary Authority

11.2.1 The Federation shall enforce compliance with this Constitution, regulations, and ethical standards through disciplinary measures.

11.3 Safeguarding

11.3.1 The Federation shall ensure a safe environment for all participants, with particular protection for minors, para athletes, and vulnerable persons.

11.4 Whistleblower Protection

11.4.1 The Federation shall maintain a whistleblower protection policy with whistleblower protection procedures as specified in Schedule 4.

Article 12 — Anti‑Doping

12.1 Compliance

12.1.1 The Federation shall comply with the World Anti-Doping Code, Nigeria National Anti-Doping Committee regulations, and ISSF Anti-Doping Rules.

12.2 Organisation

12.2.1 The Federation shall designate a National Anti-Doping Officer with functions as specified in Schedule 9.

12.3 Education and Testing

12.3.1 Anti-doping education is mandatory for national team athletes, licensed coaches, and competition officials.

12.4 Sanctions

12.4.1 The Federation shall ensure that all doping violations are sanctioned in accordance with the WADA Code and NNADC regulations.

Article 13 — International Representation

13.1 Rule Hierarchy

13.1.1 The Technical rules of the recognised international federation prevail over Federation regulations, except where local law imposes stricter safety requirements.

13.2 Exclusive Authority

13.2.1 The Board has exclusive authority to:

(a) Enter athletes into international competition;

(b) Negotiate international agreements;

(c) Recognise or affiliate with international bodies;

(d) Approve the use of national symbols in international shooting.

13.3 Autonomy

13.3.1 The Federation shall maintain autonomy in electoral, technical, and disciplinary matters, consistent with Nigerian law and international federation requirements.

Article 14 — Amendments

14.1 Authority

14.1.1 This Constitution may be amended only by the General Assembly.

14.2 Procedure

14.2.1 Proposal by Board or one-third of voting members, submitted in writing to Secretary-General at least 30 days before General Assembly, with text and rationale.

14.2.2 Notice to all members with an agenda at least 21 days before the General Assembly.

14.2.3 Adoption by a two-thirds majority of voting members present and voting, by secret ballot if requested by one-third of members present.

14.3 Emergency Amendment

14.3.1 In exceptional circumstances requiring immediate compliance with law or international federation requirement, the Board may propose an emergency amendment with 14 days' notice.

14.3.2 Requires a three-quarters majority and ratification at the next General Assembly.

14.4 Effective Date

14.4.1 Amendments effective 30 days after adoption unless otherwise specified.

Article 15 — Dissolution

15.1 Authority

15.1.1 The Federation may be dissolved only by the General Assembly.

15.2 Procedure

15.2.1 Proposal submitted to Secretary-General with supporting reasons.

15.2.2 Notice of dissolution motion given 60 days before the General Assembly.

15.2.3 Dissolution requires a three-quarters majority of voting members present and entitled to vote.

15.3 Consequences

15.3.1 Upon dissolution:

(a) Federation ceases all operations;

(b) Assets liquidated and liabilities discharged;

(c) Remaining assets transferred to a national sports body with similar objects, or if none exists, to the Nigeria Olympic Committee for shooting sport development;

(d) Assets shall not be distributed to members.

15.4 Winding Up

15.4.1 Board or appointed liquidator conducts winding up.

15.4.2 Final accounts submitted to General Assembly.

15.4.3 Records archived as required by law or transferred to a successor body.

Article 16 — Interpretations And Definitions

16.1 Rules of Interpretation

In this Constitution, unless the context otherwise requires:

(a) "Shall" denotes mandatory obligation;

(b) "May" denotes permissive discretion;

(c) "Person" includes natural and legal persons;

(d) "Writing" includes electronic communication with acknowledged receipt;

(e) "Days" means calendar days, excluding the day of notice and including the day of the event;

(f) "Majority" means simple majority (50% + 1) unless specified otherwise.

16.2 Definitions

16.3.1 Terms Definitions;

"AFFAN" Association of Former Female Athletes

"ASSF" African Shooting Sport Federation

"Appeals Committee" Committee established under Article 11.3

"Athlete" Person registered with the Federation participating in shooting sport

"Board" Governing Board of Federation established under Article 6

"Club" Organisation registered under the State Association and recognised by the Federation

"Competition" Event, championship, league, tournament, or sanctioned sporting activity organised or approved by the Federation

"Disciplinary Committee" Committee established under Article 11.2

"Discipline" is a recognised category of shooting sport governed by the Federation

"Executive Committee" or "ExCo" Executive Committee established under Article 6.4

"Federation" or "NSSF", Nigeria Shooting Sport Federation, established under this Constitution

"Financial Year" Period 1 January to 31 December

"Firearms Act of Nigeria and subsidiary regulations

"General Assembly" or "GA", the supreme legislative authority consisting of duly accredited voting members

"Good Standing" Membership with all dues paid and no pending disciplinary sanctions

"Honorary Member" Person accorded honorary status by the General Assembly for distinguished service

"IEC" Independent Electoral Committee established under Article 8

"ISSF" International Shooting Sport Federation

"Member" State Association, Club, or body duly admitted into membership

"NAPHER-SD" Nigerian Association for Physical Health Education, Recreation, Sport and Dance, or successor body

"NAWIS" Nigeria Association of Women in Sports, or successor body

"NCAS" Nigeria Court of Arbitration for Sport

"NNADC" Nigeria National Anti-Doping Committee

"NOC" Nigeria Olympic Committee

"NSC" National Sports Commission or successor body

"Para Athlete" Athlete with disability participating under para-sport rules

"Regulations" Subsidiary rules, codes, guidelines, and procedures made by the Board pursuant to this Constitution

"Schedule" Document appended to this Constitution, forming an integral part thereof

"Secretariat" Administrative body headed by the Secretary-General

Secretary-General," Chief administrative officer appointed under Article 6.5

"Special Member" Military, Paramilitary, or Institutional shooting organisation with voting rights

"Sport" Organised competitive shooting discipline administered by the Federation and conducted in accordance with its technical and safety rules

"State Association" is a recognised governing body for sport within a State or Federal Capital Territory, affiliated to the Federation

"Technical Rules" Official rules of play, officiating, classification, scoring, and safety adopted by the Federation

"Voting Member" State Association or Special Member entitled to vote at General Assembly

"WADA" World Anti-Doping Agency

"WSPS" World Shooting Para Sport

16.4 Status of Schedules and Appendices

16.4.1 The Schedules form an integral part of this Constitution and shall have the same binding force.

16.4.2 In the event of conflict between an Article and a Schedule, the Article shall prevail unless expressly stated otherwise.

16.4.3 The Board may amend Schedules where expressly authorised, subject to ratification by the General Assembly where required.
